QADER Participates in the Launch of the Framework Governing the Partnership Between the Palestinian Police and Civil Society Organizations
QADER for Community Development participated today, Tuesday, November 3, 2026, in the launch of the framework governing cooperation and partnership between the Palestinian Police and civil society organizations. The event was attended by Palestinian Police Director General Major General Allam Al-Saqqa, representatives of specialized police departments and directorates, official and civil society organizations, and international partners.
QADER participated as a member of the framework’s steering and technical committees and as a contributor to joint efforts to establish an institutional partnership based on respect for each party’s role and the complementarity of their responsibilities. The partnership aims to strengthen coordination, follow-up, and accountability, improve the quality of police services, and protect citizens’ rights in line with an inclusive approach to disability.
Speaking at the launch event, Mrs. Lana Bandak, Director General of QADER for Community Development, delivered a speech on behalf of the civil society organizations represented on the steering and technical committees. She emphasized that a genuine partnership between the police and civil society begins with respect for their distinct roles. Its strength comes from turning those differences into cooperation that safeguards rights and freedoms, upholds the rule of law, and preserves human dignity.
Mrs. Bandak stressed that the framework’s importance lies in moving from scattered initiatives and meetings to sustained institutional work, guided by clear responsibilities and regular coordination, follow-up, and evaluation mechanisms. She also stressed that civil society organizations must retain their independence and their roles in monitoring, oversight, and accountability, adding: “Independent oversight does not conflict with cooperation, and responsible partnership does not mean giving up independence.”
She also underscored the need for the partnership to ensure that everyone can access protection and justice without discrimination, especially persons with disabilities, women, children, and older people. This requires developing inclusive and accessible police policies, procedures, and practices that respond to people’s needs and respect their rights and dignity.
In this context, Mrs. Bandak outlined the strategic cooperation between QADER and the Palestinian Police’s Grievances and Human Rights Department. This includes training police officers’ different governorates on disability inclusion in policing, holding joint workshops, preparing a practical guide for police officers on disability inclusion, and adapting police stations to make their services more accessible to persons with disabilities.
Mrs. Bandak concluded by affirming civil society organizations’ commitment to continued joint work in a spirit of responsibility and to turning shared commitments into practical steps that make a tangible difference in people’s lives. She emphasized: “A partnership that does not reach people has not yet achieved its purpose.”
