QADER Launches Participatory Studies on the Rights and Needs of Persons with Disabilities in Salfit and Kafr Al-Dik

QADER for Community Development held a launch workshop on Monday, 10 August 2026, for the participatory studies on the rights and needs of persons with disabilities in Salfit Governorate. The workshop brought together 36 representatives from Salfit Governorate, partner municipalities, the Directorates of Local Government, Social Development, Labor, and Health, the Police Directorate, Youth Accountability Teams, and local organizations in the governorate.

The workshop opened with remarks by Mr. Mohammad Saleh, Deputy Governor of Salfit; Eng. Rawan Shawar, representing QADER for Community Development; Eng. Firas Al-Nouri, Director of the Local Government Directorate in Salfit; and Brigadier General Mohammad Eid, Director of the Salfit Police Directorate. The speakers highlighted the importance of strengthening partnerships among different sectors and governmental, local, and civil society institutions, as well as supporting efforts aimed at promoting the inclusion of persons with disabilities and enhancing their active participation in society.

The workshop included a presentation on the studies’ methodology and key findings, highlighting challenges and gaps related to persons with disabilities’ access to rights and services, community participation, education, health, employment and economic empowerment, and social protection.

The workshop also featured discussions and interventions from representatives of the participating entities. Participants commended the importance and accuracy of the participatory studies and their role in providing an evidence base that can inform local development planning and service improvement. The discussions also highlighted the impact of the partnership between QADER, Salfit and Kafr Al-Dik Municipalities, youth accountability teams, local organizations, and organizations of persons with disabilities in promoting the inclusion of persons with disabilities and improving their access to rights and services.

At the conclusion of the workshop, participants emphasized the importance of translating the findings of the studies into practical steps, developing community accountability mechanisms, and strengthening coordination among official and local entities to ensure that the rights and needs of persons with disabilities are integrated into the priorities of work across different sectors.

These efforts are part of the project “Enhancing the Inclusion and Resilience of Local Communities in the West Bank,” implemented by QADER for Community Development in partnership with CBM Global, with support from the German Federal Ministry for Economic Cooperation and Development (BMZ). The project is being implemented in 15 towns and cities across the governorates of Hebron, Bethlehem, and Salfit, with the aim of strengthening inclusion, participation, and community accountability, and supporting local communities in responding to the rights and needs of persons with disabilities.
