Strategic Meeting Between the Palestinian Police and QADER for Community Development to Enhance Disability Inclusion in Police Procedures

A strategic and expanded meeting was held at the Department of Grievances and Human Rights in Ramallah on Monday, 24 November 2025, between the Palestinian Police and QADER for Community Development, with the participation of specialized representatives from both sides. The meeting comes within the framework of strengthening a professional partnership aimed at developing police procedures based on an inclusive disability approach , and establishing sustainable, high-quality interventions that enhance the Police’s ability to protect the most vulnerable groups, particularly persons with disabilities. 

The two-hour strategic meeting was characterized by a highly professional and constructive atmosphere, reflecting a clear commitment by both parties to institutionalize disability inclusion within police policies and practices, in line with national legislation governing police performance, disability-related alaws, the national protection system for women survivors of violence, and international standards, particularly the Convention on the Rights of Persons with Disabilities (CRPD) and relevant best practices. 

Representatives of the Palestinian Police 

The following representatives from the Palestinian Police attended the meeting: 

  • Brig. Gen. Dr. Hassan Al-Jammal – Director of Research & Planning 
  • Brig. Gen. Dr. Ayman Hamdan – Director of the Department of Grievances & Human Rights 
  • Col. Imad Nattour – Representative of the Family & Juvenile Protection Department 
  • Col. Samer Muhnna – Director of the Planning Division 
  • Lt. Col. Qusay Khamees – Director of Communication & Cooperation 
  • Lt. Col. Mo’taz Nada – Representative of the Police Training Department 

Police representatives expressed their appreciation for the proposed pathway, emphasizing its importance in supporting the institutional direction of the Police, strengthening capacities to protect rights and freedoms, and ensuring effective and equitable access to justice for persons with disabilities. 

Representatives of QADER for Community Development 

The official delegation of QADER for Community Development included: 

  • Ms. Lana Bandak – Director General 
  • Mr. George Mansour – Programs Manager 
  • Dr. Isam Abdeen – Legal Advisor 
  • Ms. Carol Mukarker – Development and MEAL Manager  

The delegation presented a comprehensive overview of the proposed partnership track and the specialized training program on disability inclusion in police performance, affirming QADER’s openness to ideas and frameworks that strengthen inclusion within police work in accordance with the human-rights-based approach and international standards. 

In-Depth Discussion on Disability Inclusion in Policing 

Both parties engaged in an in-depth discussion on the key pathways for strengthening disability inclusion within police performance, including: 

  • The specialized training program proposed within the institutional partnership 
  • Development of the Memorandum of Understanding and sustainability roadmap 
  • Complaints, reporting mechanisms forms, and police procedures under an inclusive approach 
  • Provision of reasonable accommodation to ensure effective access to justice 
  • Mechanisms for dealing with the most vulnerable groups, particularly persons with disabilities 
  • Strategic partnership frameworks and the action plan for disability inclusion within the Police 

Police representatives emphasized the importance of having specialized national partners in this field, as part of an integrated approach reflecting the Police’s role in maintaining security, safeguarding rights and freedoms, protecting human dignity, and respecting the rights of persons with disabilities. They further stressed that capacity-building efforts must have a sustainable institutional impact, going beyond traditional training towards a long-term, knowledge-based practical partnership that directly enhances police performance in the field. 

Alignment with the Police Strategic Plans 

Police representatives provided a clear and comprehensive vision highlighting the importance of aligning technical interventions with the Police sector strategy and annual development plans. They commended the compatibility of QADER’s proposals with the Police’s priorities in promoting human rights, improving the quality of police services provided to citizens, and developing procedures related to the most vulnerable groups within the national protection framework, in line with the Police’s strategic direction toward sustainable professional development. 

Key Outcomes and Agreements 

The strategic meeting resulted in the following main outcomes: 

  1. Development of a joint Memorandum of Understanding, following agreement on its principles and mutual expectations, to be reviewed and finalized jointly in preparation for signature with the Director-General of the Palestinian Police, H.E. Maj. Gen. ‘Allam Al-Saqqa. 
  1. Holding a joint technical workshop with specialized teams from both sides to produce a clear needs-assessment map, including partners, target groups, intervention pathways, and the requirements for strengthening disability rights and protection. 
  1. Providing QADER with the Police’s regulatory framework for engagement with civil society, for review from a disability-inclusion perspective and for providing feedback aligned with international standards, good governance, and the promotion of the rule of law. 
  1. Including the Palestinian Police as a target institution in QADER’s national and international advocacy reports, enhancing knowledge exchange and supporting national efforts to integrate disability inclusion within police procedures. 
  1. Formally including QADER within the Police’s approved civil society partners under the cooperation regulatory framework, thereby consolidating institutional partnership and strengthening complementarity within the national protection system based on disability inclusion. 
  1. Agreement on a sustainable training pathway grounded in the specialized training program on disability inclusion in police performance, as a foundational step to strengthen capacities, enhance professional readiness, and build trust in police performance, enabling replication across specialized departments within the Police in accordance with local ownership and institutional sustainability. 

Towards a Sustainable National Partnership 

Both parties expressed their mutual appreciation for the institutional significance of the meeting, affirming that this step constitutes a serious beginning toward building a long-term professional partnership grounded in specialized knowledge, legislative development, continuous improvement of police procedures, and systematic integration of disability inclusion within planning, training, and evaluation frameworks. This contributes to strengthening the rule of law, protecting human dignity, fulfilling State of Palestine obligations under international conventions, and ensuring that no one is left behind. 

The meeting concluded with an agreement on the importance of continued coordination and the organization of a near-term technical meeting to finalize the specialized training program for the Police, thereby consolidating this pathway and transforming it into a sustainable model for disability inclusion within law-enforcement institutions.
