BACKGROUND
QADER for Community Development is a Palestinian independent, non-governmental, not-for-profit, and rights-based organization focused on disability rights and inclusion in Palestine. Since its establishment in 2008, QADER has been leading efforts to empower and protect children, women, and youth with disabilities from structural marginalization, discrimination, and violence, while promoting inclusive development across all sectors.
QADER works to influence policy and practice to ensure disability inclusion is embedded across humanitarian and development programming in line with international human rights standards, including the UN Convention on the Rights of Persons with Disabilities (CRPD).
The Protection Program is one of QADER’s core programs, alongside the Economic Empowerment Program, and the Inclusive Community Development Program, in addition to a specialized Unit for Advocacy and Research. The Protection program aims to foster a safe and inclusive environment that protects the rights of persons with disabilities - particularly women and children - against gender and disability-based violence. The protection program delivers mental health and psychosocial support (MHPSS) services - focusing on women and children with and without disabilities - alongside community awareness campaigns and initiatives to promote protection culture and combat all forms of gender- and disability-based violence. It works also to strengthen comprehensive protection services by providing technical support to protection networks, coordination structures, and CSO and CBOs working in the protection field to enhance and align their policies, procedures, and practices with disability inclusion principles. The program also strives to establish effective partnerships within the framework of case management and the national referral system.
To further strengthen the technical quality, consistency, and impact of its protection programming, QADER seeks to recruit a Protection Advisor (Part time) to provide strategic and technical guidance, quality assurance, and capacity development support to its protection interventions and teams.
JOB SUMMARY
The Protection Advisor will play a key role in strengthening QADER’s technical and strategic positioning in the protection sector, particularly in the areas of gender-based violence (GBV), disability-inclusive protection, mental health and psychosocial support (MHPSS), and child protection.
The Advisor will provide high-level technical support to ongoing and emerging projects, contribute to policy and advocacy initiatives, and guide capacity development and partnership efforts to ensure that QADER’s protection interventions are rights-based, inclusive, and aligned with national and international protection frameworks.
KEY TASKS & RESPONSIBILITIES
1. Technical Leadership and Quality Assurance
- Provide technical guidance and oversight to ensure protection approaches and methodologies (including GBV, child protection, and MHPSS components) are inclusive, ethical, and adhere to national and international standards.
- Review, advise, and provide support on protection-related strategies, work plans, and project documents to ensure coherence, effectiveness, and alignment with QADER’s strategic priorities.
- Support the development, adaptation, and implementation of technical tools, guidelines, and SOPs to standardize quality protection practices.
- Conduct periodic technical reviews and field visits to assess program quality, identify gaps, and provide actionable recommendations.
2. Capacity Development and Technical Support
- Build the technical capacity of QADER’s team and partners on inclusive protection, GBV prevention and response, case management, and MHPSS.
- Design and deliver tailored training, coaching, and mentoring sessions to strengthen technical competencies of QADER’s Protection Program Team.
3. Program Development and Strategic Support
- Provide technical input into the design and development of new protection projects, concept notes, and proposals, ensuring strong technical grounding and alignment with global standards.
- Support the identification of strategic opportunities and partnerships to advance QADER’s protection agenda.
- Contribute to the integration of protection and disability inclusion across QADER’s broader program portfolio.
4. Partnership, Coordination, and Representation
- Strengthen QADER’s engagement with protection coordination mechanisms, including the Protection Cluster, GBV Sub-Cluster, Child Protection Working Group, and MHPSS networks.
- Build and maintain collaborative relationships with relevant government counterparts, UN agencies, NGOs, and community-based organizations.
- Represent QADER in technical meetings, workshops, and forums, to advocate for disability-inclusive protection at national and international levels.
5. Advocacy, Learning, and Knowledge Management
- Contribute to QADER’s advocacy efforts on disability-inclusive protection by providing technical input to policy briefs, position papers, and awareness materials.
- Promote learning, reflection, and continuous improvement among field teams through knowledge exchange sessions and internal learning processes.
- Document lessons learned, promising practices, and case studies from QADER’s protection work to inform learning and advocacy.
- Support the dissemination of evidence and knowledge to influence policy and practice in the protection sector.
QUALIFICATIONS AND COMPETENCIES
- Master’s degree in social work, psychology, or other relevant fields.
- Minimum of 7 years of professional experience in protection programming (including GBV, MHPSS, or child protection), with at least 3 years in a technical or advisory capacity.
- Proven experience in disability-inclusive and gender-sensitive programming.
- Strong knowledge of protection frameworks, national referral systems, and coordination mechanisms in Palestine.
- Demonstrated experience in capacity building and quality assurance of protection interventions.
- Proven skills in policy analysis, strategic planning, and program design is a plus.
- Strong analytical, writing, and presentation skills.
- Excellent analytical, facilitation, and communication skills.
- Ability to work collaboratively and provide remote technical support to field teams.
- Fluency in Arabic and English (spoken and written).
