QADER signs a memorandum of understanding with the Palestinian Ministry of Labor

QADER for Community Development, represented by its General Director Mrs. Lana Bandak, signed a Memorandum of Understanding with the Palestinian Ministry of Labor, represented by the Minister of Labor, Dr. Enas Attari, on Thursday, April 17, 2025, at the Ministry’s headquarters in Ramallah.

This memorandum was signed with the aim of enhancing coordination and joint cooperation between both parties to economically empower persons with disabilities and promote their participation in the Palestinian labor market.

Under this agreement, the areas of collaboration and coordination include the exchange of lists of persons with disabilities who have applied through the employment portal or through QADER-led projects and programs, as well as those who have applied to the Ministry. This includes individuals who are being trained and supported through various tracks of the Economic Empowerment Program. The agreement also involves building and developing strategic partnerships with relevant institutions to provide practical training opportunities in workplaces, which would enhance the experience of persons with disabilities and support their professional and occupational integration. Additionally, the agreement covers collaboration in developing innovative and updated models for empowering persons with disabilities, utilizing modern technological capabilities, and disseminating various studies and research related to the inclusion of persons with disabilities in the labor market.

QADER, for its part, commits to providing technical assistance, including supporting the Ministry staff’s knowledge in the field of disability inclusion across various levels such as policies, procedures, orientations, and other relevant aspects.

The agreement also opens the door for discussing and exploring ideas and proposals for joint projects aimed at enhancing the inclusion of persons with disabilities in the labor market, in line with national priorities. This memorandum represents a significant step toward strengthening the partnership between the civil society and government sectors to promote the rights of persons with disabilities and broaden the horizons for their full participation in society.
