Background 

QADER for Community Development is a Palestinian independent, non-governmental, not-for-profit, and rights-based organization ‎focused on disability rights and inclusion in Palestine. Established in 2008, QADER leads a twin-track approach, dedicated to the empowerment ‎and protection of children, women, and youth with disabilities from marginalization, discrimination, and all forms of disability and gender-‎based violence. QADER is committed to aligning societal, institutional, and policy contexts with the principles of “disability inclusion” and ‎‎“leave no one behind” in Palestine. Through this alignment, QADER strives to foster its active engagement and meaningful participation ‎across diverse facets of life and to ensure their full entitlements of rights by local laws and international human rights conventions and ‎standards.‎ 

The Economic Empowerment Program is one of QADER’s main programs, which aims to enhance the participation of Persons with Disabilities (PwDs) in the Palestinian labor market and promote their economic independence in line with National Legislation and International Human Rights Standards. Through the Q-HUB for Entrepreneurship and Skills Development, the program provides a comprehensive range of services, including employability and life skills training, vocational and technical training, entrepreneurship support and self-employment opportunities. The program also works closely with employers, public institutions, and private sector stakeholders to promote inclusive workplaces and create sustainable employment and income-generation opportunities for Persons with Disabilities. 

QADER seeks to recruit a qualified and motivated Program Coordinator to support the effective implementation, coordination, monitoring, and reporting of assigned projects and interventions within the Economic Empowerment program.  

Job Summary 

The Program Coordinator provides operational and programmatic support to the Program Manager to ensure the effective planning, implementation, monitoring, and reporting of projects and program activities. The position supports coordination with beneficiaries, partners and stakeholders, assists in the preparation of technical and narrative reports, and contributes to the quality implementation of program activities in accordance with approved plans and in line with the organizational policies and donor requirements. 

Key Responsibilities 

1. Program Coordination and Implementation 

  • Support the Program Manager in planning, organizing, and coordinating project activities, trainings, workshops, meetings, and field visits. 

  • Follow up with beneficiaries, service providers, consultants, and partner organizations regarding scheduled activities. 

  • Assist in preparing activity schedules, work plans, and implementation timelines. 

  • Provide support to the Program Assistant in Coordinating logistical arrangements for events, trainings, and meetings, including venue booking, participant communication and others.  

  • Participate in project activities and ensure proper documentation of attendance and outcomes. 

2. Reporting and Documentation 

  • Assist in drafting narrative reports, progress reports, activity reports, success stories, and donor updates. 

  • Collect and compile information, statistics, indicators, and supporting documents required for reporting purposes. 

  • Ensure that project documentation is complete, properly archived, and easily accessible. 

  • Support the documentation of success stories, lessons learned, case studies, and good practices. 

  • Prepare meeting minutes, internal briefs, and activity summaries as requested by the Program Manager. 

3. Monitoring, Evaluation, and Data Management 

  • Support data collection, data entry, verification, and analysis of activities’ related data. 

  • Assist in tracking project indicators and monitoring implementation progress against targets. 

  • Prepare summaries, dashboards, and periodic updates on project achievements. 

  • Coordinate closely with the MEAL team to collect, verify, organize, and maintain accurate project data and supporting documentation. 

  • Support monitoring of project progress against work plans, indicators, targets, and expected results. 

4. Communication and Stakeholder Engagement 

  • Serve as a focal point for routine communication with beneficiaries, partners, and stakeholders. 

  • Provide support to the program manager in coordination with external stakeholders and maintain positive working relationships. 

  • Organize and document coordination meetings with partners, consultants, service providers, and other stakeholders. 

  • Support the preparation and dissemination of visibility and communication materials in coordination with the Communications team. 

5. Administrative and Operational Support 

  • Provide Support to the Program Assistant in the preparation of the procurement and logistical processes related to program implementation. 

  • Assist in preparing presentations, briefing notes, and project materials. 

  • Perform any other duties assigned by the Program Manager related to program implementation and organizational objectives. 

6. Compliance and Internal Coordination 

  • Coordinate with finance, procurement, administration, communications, and MEAL teams to ensure smooth program implementation. 

  • Support the timely submission of internal requests, procurement documentation, payment requests, and supporting documents. 

  • Assist the Program Manager in tracking budget utilization and activity expenditures. 

  • Ensure compliance with organizational policies, donor regulations, safeguarding procedures, and accountability standards. 

  • Maintain confidentiality and handle sensitive information appropriately. 

Key Performance Indicators (KPIs) 

  • Timely and accurate submission of reports and documentation. 

  • Quality and completeness of project records and filing systems. 

  • Effective coordination of project activities and events. 

  • Responsiveness to stakeholder and beneficiary inquiries. 

  • Compliance with donor and organizational policies and requirements. 

  • Timely completion of assigned tasks and follow-up actions. 

Qualifications, Skills and Competencies 

  • Bachelor’s degree in business administration, Project Management, Development Studies, Economics, Social Sciences, or a related field.  

  • Minimum of 3 years of relevant experience in project/program coordination, administration, reporting, or implementation within NGOs, development programs, or humanitarian projects.  

  • Experience working with donor-funded projects.  

  • Experience in economic empowerment projects is desirable. 

  • Experience in coordinating field activities, trainings, workshops, consultations, stakeholder meetings, and community-based interventions.  

  • Good understanding of rights-based programming, disability inclusion, gender equality, safeguarding, accountability, child rights, and human rights principles.  

  • Strong planning, organizational, coordination, time-management, and follow-up skills.  

  • Excellent report-writing, documentation, data management, and communication skills.  

  • Excellent Arabic and English language skills, both written and spoken.  

  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook), Google Workspace tools, AI tools, online forms, virtual meeting platforms, and other online collaboration tools.  

  • Strong attention to detail, accuracy, and ability to maintain organized records and filing systems.  

  • Ability to work independently and collaboratively as part of a multidisciplinary team while maintaining close coordination with the Program Manager.  

  • Strong interpersonal skills and ability to communicate and work effectively with diverse stakeholders, including persons with disabilities, community-based organizations, government institutions, development partners, consultants, and service providers.  

  • Ability to manage multiple tasks simultaneously, meet deadlines, prioritize workloads, and work effectively under pressure.

The Program Coordinator works closely with the Program Manager, program staff, finance and administrative teams, Participants with disabilities, consultants, service providers, partner organizations, and donors as required.
